In September 1999, Tarboro was submerged under the massive floodwaters that followed Hurricane Floyd. The devastation occurred after torrential rains dropped 15 to 20 inches across eastern North Carolina and compounded the severe damage wrought by the hurricane. The entire town was without water and electricity for up to 10 days and sustained millions of dollars in damage.

This event underscored the need for the citizens of Tarboro to be informed about how to protect themselves from future flooding events.
